What are the license plates called that you can park anywhere?

Supposedly there is a license plate out there that if you have it you can park anywhere. What is the name of this license plate and how could I get one?

I think those are diplomat plates and only diplomats can get them.
Diplomatic Plates….you have to be a big wig from a foreign land to get those.
