What is the best color shirt to wear for you license picture?

I am debating off-white or black? I know black makes you look slimmer but I have a really milky-white pale skin tone so I don’t know if that will look weird. Advice? I know its just a license picture but I mean I want it too look semi-decent. Thanks in advance
