How to go about getting bonded to get a wrestling promoter license?

I live in the state of Kentucky and am going to apply for for promoters license with the State Boxing and Wrestling Commision. Before filling out my application for review, I have to get a $5,000 bond. My question is, can I just go to my Allstate agent and get this. And about how much will that cost? The license itself costs $300. Unfortunetly, my state is one of the few that still regulates professional wrestling.
